Fairness for Ottawa's Finances and Transit System

Over the last week our Mayor has appealed to both the provincial and federal governments for financial fairness in light of several complex policy changes and negative outcomes principally stemming from COVID.  See below for a detailed slide presentation that the Mayor gave and here a commentary specific to transit that was written by our commission chair, Councillor Gower.  I am supportive of this appeal and spoke to this on CTV news earlier in the week.  As a tangible example of this discrepancy, the federal government provides Payments in Lieu of Taxes (PILTs – essentially the same thing as property tax).  These PILT payments have decreased from $194 million in 2016 to $164 million today.  Over the past five years, this reduction has resulted in an estimated shortfall of $99.2 million.
